In response to these events, a growing number of parents have continuously demanded an explanation from school board officials about Tobin’s talk. Stepping up for local concerned parents was Chad Williams, a lawyer who submitted an educator misconduct complaint against Sanville back in April. The core accusation is stonewalling – deliberately obstructing Williams in his attempt to gain answers.

On Friday, it became public that the Office of General Counsel for Pennsylvania had informed Williams that preliminary investigations would be conducted concerning Sanville’s activities.

Assistant Counsel Jeff Fair communicated with Williams via letter detailing how he had gone through the educator misconduct complaint where Dr. Sanville is accused of breaking laws to protect himself from transparency and answerability pertaining to his alleged misdemeanors and contravention of laws. He further explained his finding; “The allegations in your compliant are legally sufficient enough to bring forth professional discipline,” stated Fair.

If probable cause isn’t uncovered by department investigators they will dismiss the case but should they find sufficient cause then their findings will be passed on to the district or inspire them to initiate a first-hand investigation.

The school district carried out its own internal review earlier and ruled that their policy had indeed been violated when Tobin distributed the sex-themed surveys during the program. Tobin had been invited as a speaker from the Chester County Crime Victims Center, an entity that has collaborated with the district from 2017-2023.

A request for comment was made to the Pennsylvania Department of Education on this pressing issue, yet as of now, there has been no response.
